People generally have wildly different views on that. I do not think that APT is the right place to do this, as it means it will also need to provide a way to override variables. That's different from sanitizing PATH for system installs, as builds are generally something where you do want to set some vars; but for installs, we need a sane-ish environment. Using debuild if available would be an option too, but I don't really know if I'd want that.
