I'm not a hugin user myself so I don't know much about it but will try
to understand.

If I understand correctly, the issue is that:
- while running testing/buster, hugin was working fine
- after some systemd update in testing/buster, hugin performance
decreased significantly

Is this correct ?

Can you provide a step by step listing of what you do to reproduce the
issue ?
Are you using this tool and procedure ?
http://hugin.sourceforge.net/docs/manual/Hugin_Assistant_tab.html

If yes, the issue is that when clicking the button "3. Create Panorama",
hugin takes a longer time to produce the output in testing/buster than
it used to in jessie + backports ?
