The wip/teres-i branch is now reduced even further - and verified that it works also from cold boot. It consists of a device-tree file copied verbatim from Linux 5.0 and ~70 lines of new code - all of it specific to Teres-I (no patching of shared code like earlier). Thanks a lot to Vasily Khoruzhick a.k.a. anarsoul for passing draft code on irc and guiding me in debugging it until it worked. Please consider adopting into u-boot.
