I don't think it would be crazy to write a manpage which is
dgit-maint-debrebase(7) with the dgit stuff stripped out.  The
duplication would not introduce a new maintainance burden because there
is already duplication between the tutorial manpages; we have to review
them all when significant changes happen.

If you both think this would help, I would produce the new manpage.

... however, management of upstream tags etc. might not be easy to
filter out of dgit-maint-debrebase(7) without introducing dgit
thoughts.  Not sure yet.
