The server probably doesn't support TLS v1.2 protocol, which has been added as minimum requirement in buster. You can workaround this by downgrading MinProtocol and/or CipherString in the system_default_sect section of your /etc/ssl/openssl.cnf file, and see if it works, but: ! Notice that such changes will make *all* your SSL connections less ! secure.
