Not necessarily. Whenever it is convenient for you. I have moved all the packages where I am the responsible off to github and update email and vcs fields accordingly, and uploaded so that in buster the correct information is included. But since you are the main responsible for bibtool it is up to you how/when/what. No need to change anything for now.
