Package: brltty

Hi,

The new version of brltty brought some new files, but several of them
seem to be misplaced:

- brltty-xw.hlp and XWindow.README should rather reside in brltty-x11
- xbrlapi should go in libbrlapi1 : it is needed whenever one uses
several BrlAPI clients with X11. Installing libbrlapi1-dev shouldn't be
needed for this.
- libbrlapi is released under the terms of the LGPL, not
GPL. Appropriate symlinks to /usr/share/common-licenses/LGPL should be
set in the libbrlapi* packages.

Btw, maybe README.Debian should cite the brltty-x11 and brltty-flite
packages.
