What's the content of /var/lib/NetworkManager/NetworkManager.state If it contains WirelessEnabled=true, NM will enable your WiFi. If you don't want that behaviour, you can turn it off via nmcli radio wifi off -- Why is it that all of the instruments seeking intelligent life in the universe are pointed away from Earth?
