If I recall correctly, logind (such as libpam-systemd) is needed if you run X not as root. The vast majority of us uses gdm3/lightdm/sddm/wdm/xdm/... which happen to run as root, which makes the dependency indeed wrong even for Recommends. But, instead of removing, you can change: Recommends: libpam-systemd to Recommends: default-logind | logind which works nicely with elogind.
