Currently, the upstream maintain all the following in a single git
repository: https://github.com/taku910/mecab/
mecab-ipadic                            (main as subdirectory)
mecab-jumandic                          (main as subdirectory)
most original src:mecab packages        (main as subdirectory)
mecab-doc                               (gh-pages)

It's a bit convoluted and many updates are for non-Linux things.

But rare but occasional bug fixes have been applied.  Maybe not for buster
but for buster+ we need to package newer source by taking patch from
upstream.

When updating, unifying package name may be a good idea. (EUC as
exception)

Also update think about dropping NAIST
