UTF-8 should always be the default charset for XHTML documents, even when 
another default charset is selected for HTML. Example:

http://www.student.lu.se/~lak04vlo/quotation.xhtml
http://www.student.lu.se/~lak04vlo/quotation.xhtml.utf8

There should be no difference between how they are displayed, but there is 
(unless default charset is set to UTF-8).
