Hi - I can confirm that is caused by sending a HUP to pid 1.
It is somehow not reproducible with a simple shell script
but i created a simple package with just a kill -s HUP 1 in its
postinst and i see the same job control signal handed to apt.
IMHO the postinst should use "telinit q" to reload the config and
only when available (Which it is not in case of a container)
