The default nic model for qemu is e1000e, which, in uefi mode, requires an efi-e1000e.rom. The ipxe package, however, does not contain this rom. Apparently, this is because the ipxe maintainer didn't mmanage to compile it, so it was decided to leave it out. If this is correct, maybe you could consider patching qemu to not use e1000e as the default nic in Debian, but maybe the older e1000, for which an efi rom is provided? This would mean most uses that depend on the "default nic" to continue to work.
