Thanks for digging. I just looked at it, and I also couldn't reproduce
it initially. The difference turned out to be the python version: I now
have 3.7 as my default python3, but at the time of the bug report, it
was 3.6. So today I see this:

i.e. it dies with python3.6


The locale is C, and setting it to utf8 fixes it with python3.6. It
would still be good to figure this out, but if buster will get 3.7, then
maybe we don't care. I'm going to sleep now, and will look at email
tomorrow.
