If I understood the problem correctly, it is the combination of
python3-pysimplesoap 1.16-2 (stretch) and python3-httplib2 0.11.3-1
(buster) that is going to break things.
So add some Breaks to python3-httplib2 in buster to prevent partial
upgrades from stretch leading to this combination.
Since python-pysimplesoap seems to use the same code as
python3-pysimplesoap, you probably need the Breaks in both
python-httplib2 and python3-httplib2 against the respective packages.
