I've pushed preliminary packaging for git-gutter (but not fringe) here: https://salsa.debian.org/sten-guest/emacs-git-gutter/ Git-related self-tests fail due to this: https://github.com/syohex/emacs-git-gutter/issues/159 ...but the package seems to work fine. If someone else wants to work on this RFP for buster, please go ahead.
