Bug#921628: Allow creating separate binaries for node and browser environments when the node component provides and executable

In cases where both node and browser parts are pure libraries, we have 
been using Provides for browser libraries and dropping dependency on 
nodejs. But when a package distributes an executable in /usr/bin/, 
adding nodejs dependency will be unnecessary for the browser library or 
if removed the executable will not run.

I was suggested on #debian-ftp irc that this cannot be done. I'd like 
this to be on record and hence opening a bug.
