Bug#921522: prometheus: promtool does not have an update command (?)

Hi.

I've just noticed that promtool from version 2.3.2+ds-1~bpo9+1 in
stretch-backports has the "update rules" command.

Maybe this feature could be backported from the backport to the
version in buster? :-)
