After receiving other complaints from users of ancient technology on Stack Exchange, I fixed this in upstream. It will be part of the next release which should be with TeX Live 2019 (or TeX Live 2019 pretest but I don't think Debian packages pretest).
Keep in mind that everything that relies on \scantokens is bound to fail, such as the babel and quotes libraries. Kind regards, Henri
