I haven't read all of the report, but this usually means that the TFTP kernel isn't contained in the NBD image.
I.e. some bad run of ltsp-update-image / ltsp-update-kernels.

On the client, via epoptes or SSH or a PS/2 keyboard,
uname -r => will show the kernel loaded via TFTP
dpkg -l '*linux*' | grep ^ii => will show the kernels contained in the NBD image

P.S. for issues that aren't specific to the debian packaging, you might get more attention by using the upstream LTSP bug tracker:
