upgrade to newer versions of debian buster

   * What exactly did you do (or not do) that was effective (or
     ineffective)?
disable bluetooth, re-enable bluetooth, restart bluetooth service, use 
bluetooth dongle

   * What was the outcome of this action?
complete random chaos of bluetooth working or not working with no seeming 
pattern

   * What outcome did you expect instead?
my bluetooth mouse to work as it did before the 4.19 kernel updates
