Hrm. Given version 1.5-1 is not in stable and the package name was
incorrect in this bug report, I'm guessing it was filed from a different
system.

Can you provide more information from the system you've seen this on?
What version of python2.7 is present? Any other python-backports.*
packages?

I'd be interested in seeing the apt output for when the above packages
were installed, /var/log/apt/term.log*

I'm guessing you're missing 
/usr/lib/python2.7/dist-packages/backports/__init__.py
If you sudo touch /usr/lib/python2.7/dist-packages/backports/__init__.py
you should be able to get it back.

But the question is why that happened to you. I can't reproduce this
issue, so I can't find anything to fix.
