It's been enabled by default by the installer for as long as the suite has existed - which is four stable releases now - and even before that "volatile" as was had been enabled by default for multiple years. The Release Notes for squeeze contain a reference to the suite and how to enable / use it. In summary, suggesting that users are likely to be generally not using the suite seems incorrect.
