A crucial test fails when currently building the package on s390x [1] indicating that there is a problem with P4est and/or the MPI toolchain. As deal.ii has probably no users on s390x removing the binary package for this architecture temporarily for the release seems to be the best option. Note: this was a request for a partial removal from testing, converted in one for unstable [1] https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=919370
