That possibly is the reason. Now, these days, builders are more
confined environments, like containers etc. So I think tighter
dependencies need to be defined and should be explicit.

This failed while I was trying to bootstrap Buster for a local
derivative.

Ummm... I should have captured the logs then. Under my container docker
builder, this had failed. I'll add to this bug report when I revisit
the next phase of our (local derivative) bootstrapping.
