Dear Maintainer,

I noticed that bfs is no longer building for hurd or kfreebsd, because of
the new acl/libcap dependencies in 1.3 that I assume aren't present on those
variants.  Those dependencies are not required however -- if the headers
aren't there, the relevant functionality will be stubbed out automatically.
If it's possible, it would be ideal to require those dependencies only on
Linux.
