Bug#841666: release-notes: recommend installing usrmerge on upgrade to stretch

A minor clarification:

Installing usrmerge on upgrades should probably not be recommended for
environments used to build packages.  This matches debootstrap's
behavior when using --variant=buildd (see #914208)
