Package: groff-base Version: 1.18.1.1-6 Severity: minor This started off as an FTBFS on xfree86 when it couldn't find "man.local" building the man pages. As it turns out, man.local exists in /etc/groff, but groff doesn't check there.
groff-base's README.Debian states that /usr/share/groff/site-tmac is supposed to be a symlink to /etc/groff. Instead, it's a directory with no contents. I've replaced it on my local system so I can get on with building xfree86, but in theory someone else's system might have the same problem. I have no idea how my system got this way. I've been tracking unstable for years now.
