Thanks for your report. There's a small team of Debian package maintainers, and a huge amount of different things you can do with Xen. While Xen allows running Windows guests, the Debian maintainers do not have much experience with that, and moreover, do not have the means to help reproducing the errors you see. I hope you have found out more about your issue in the meantime. If so, please let us know. The upstream Xen documentation and wiki has information about debugging guest startup and collecting information. You could also try your luck on the upstream xen-users mailing list [0]. However, this would also require more detailed information instead of only "It doesn't work"-style information in order to enable others to help you.
