This was not clear from the rest of the files' licensing header, they
just say 'GPL'. If only one file is convered by GPLv3+ and the rest is
GPL+ this makes the overall pidl/ project GPLv3+ so it is consistent,
but I agree that this is potentially not Samba upstream's intention.
It they care they can clarify that.

Please note that in Wireshark's source there are BSD covered while the
whole project is GPLv2+.
