The two options use a different way to specify the bug report to query. <num> directly specifies the bug report number (as in "918001"); b<id> refers to a temporary enumeration that apt-listbugs generates when displaying a list of bugs (so that a given bug could for instance be identified by "b2", if it is the second bug of the list...). I hope the difference is clear enough.
