What does 'find /etc/mysql -ls' show for you?
Maybe the original problem is that you edited the wrong configuration
file and it was lost on upgrade?

Due how mysql-common works in Debian, the /etc/mysql/my.cnf is not a
real file but a symlink to the real config, and most of the config is
in the /etc/mysql/mariadb.cnf.d/* directory anyway.

At the time of the failed upgrade /etc/mysql/my.cnf was the active configuration file and also the only file I edited (not a symlink). In /etc/mysql/mariadb.conf.d existed an inert configuration file, but without any plugin settings.

I changed the configuration and all the configuration files are now located at the default/recommended places within the directory tree.

Kind regards & all the best for 2019!
