That makes this bug a) "fixed" in 1:6.4.1-2 of libreoffice-ogltrans (as it's now a transitional package and doesn't contain anything) b) only "important", since it definitely doesn't make the whole of Impress unusable but just affects the OpenGL transitions thingy. <confession> Yes, this is an "evil" trick to make this bug not RC anymore... </confession> If someone finds the cause of this it can and will be fixed, though.
