The only change we make to spec.txt are references to the Debian exim
mailing list. Frankly, I do not see whether it would make sense to
have that reference on non-Debian installations.

You mean the bells and whistles of upstream packaging? I am not quite
sure if upstream would want that inside their documentation. That
documentation would always be behind.
