Hi, I get this bug as well, and I'm seeing it with the downloads window (started seeing it after I upgraded to 1.0+dfsg.1-6).
However, I'm also seeing it in the cookies window for setting new cookies. The allow/block buttons are no longer there, and replaced with text which is what I assume to be the XUL code for putting them there.
