I think apel 10.8+0.20120427-16 in stretch is fine, because the `emacs` flavor is skipped in the emacsen-install script. The problem is caused when unversioned emacs flavor (emacs >= 1:25.2+1-7) and apel 10.8+0.20120427-17 or -18 are installed.
