Update:
My interaction with upstream is at https://github.com/ibus/ibus/issues/2064
My understanding is that he will be willing to accept the change if I do
the
extra work to use the iso639-3.json file instead of the xml because the xml
files are deprecated.

Would you prefer for me to do that before accepting the patch for Debian?
