In fact, the problem was neither with exim nor logrotate (the exim 3 packages don't use logrotate, fwiw). The utility that broke was savelog, which is part of the debianutils package. An updated debianutils package (2.13.0) was uploaded on the 18th and should now be available from whichever Debian mirror you're using.
