Dear Maintainer,
What led up to the situation, and what did I do:
I tried to make wireless led working on Asus N56vj notebook. The fix has taken
the form of udev rule

With this rule the led works fine, but network manager always tries to start
wifi after reboot, and is very persistent in doing so.
I was able to stop this behavior only by making systemd unit, that soft-blocks
all wireless modules and changes WirelessEnabled to false
in NetworkManager.state. A and now wireless switch (Fn+F2) starts to work only
after I manually enable wifi once in plasma-nm applet.
What I expected - the behavior of wifi to be identical with and without the
trigger set (exept for the working led, of course)
