This is wrong. LO_SO_VERSION is 6:0:6, and VERSION should be 0.23. VERSION should probably be changed to PACKAGE_VERSION (or the AC_INIT statement reworked to also fill out VERSION and not just PACKAGE_VERSION, which seems cleanest).
