Vfat does support upper and lower case file names, but it is not case sensitive.
ie: filename.doc == FileName.doc
so rdiff-backup needs to quote uppercase letters in case there are
files on the originating filesystem that are only differentiated by
case ("README" and "readme" in the same directory for example)
