Please remove networking-ovs-dpdk since it is the last thing blocking the removal of the unmaintained python-tempest-lib. networking-ovs-dpdk was removed from Testing a year ago because it couldn't build from source. According to Thomas Goirand, it doesn't work anyway since it needs dpdk support in OVS. And it would need work to be compatible with the OpenStack release targeted for Buster.
