I'm still trying to do research on this. I guess for reportbug it would be great if there were an SElinux transition to reportbug_t that would allow required permissions. This would be in the selinux-policy-default package. I don't think that is a "correct" solution per se. The default selinux policy should not interfere with normal operation of reportbug even in enforcing mode - that to me is a bug, but of what package I don't know.
