I was actually planning to start adding coreboot packages to Debian,
initially for a very limited set of platforms.

The thing is that it's not easy at all to build seabios from inside
coreboot. It either requires internet access at build time, which makes
it impossible to properly debianise, or needs tweaking in coreboot's
already extremely convoluted build system. Having a seabios image
already in the system and picking it up directly as a payload is by far
the easiest way to include it.
