The bug seems to be still alive with the recent framework version
(5.49.0-1) with plasma-desktop/-workspace 4:5.13.5-1+b1.
On my workstation (5 days uptime, at the moment), the OOM's kill pretty
much everything, including Kwin.
I can recover the system by restarting plasma, but not everything can be
recovered.

I have no screensavers and the screen turns off after 2 minutes.
