Dear maintainers,

The perl package is failing its own autopkgtests in Ubuntu currently,
because the 'prove' test does not declare that it depends on the perl binary
package which ships /usr/bin/prove.

This is a latent bug that normally doesn't affect test results because the
perl package is already installed in the test environment.  However, while
perl is going through an ABI transition (as it is currently for 5.26 to
5.28), the perl package may reasonably be removed from the testbed as part
of installing perl-base, in which case this test fails.

The simple fix is to declare the test dep on perl, not just on
libapt-pkg-perl.
