You did an incomplete quote. The license statement in full is

which is a perfectly fine and free and DFSG conform license.

If you doubt this, then TeX and most of its related programs and
packages need to be removed from Debian, too.

Modifications *are* allowed under the condition that different names are
given.

Please don't unearth old discussions that have been made all their way
through the Debian legal vetting, thanks.
