I'm considering using the file from http://mirrors.ctan.org/language/hyph-utf8/tex/generic/hyph-utf8/patterns/tex/hyph-en-us.tex as an replacement.

From your point of view, would the copyright clause "Copying and distribution of this file, with or without modification, are permitted in any medium without royalty provided the copyright notice and this notice are preserved." conform to the definition of free code?
