No.
That is NOT an upstream project, that is just the packaging of zbar.

Somebody needs to do upstream work again - Debian is not the proper
place for that.

Best is you'd fork the original zbar code, maybe talk to others who want
to provide patches and create a new project on github or somewhere else,
and then publish it. (I'd be happy to blog on planet.debian about it).
