Justification: fails to build from source (but built successfully in the past)

Dear Maintainer,

bfs recently failed to build on Hurd:

due to

> test_fstype
> error: Couldn't parse the mount table: No such file or directory
> error: Couldn't parse the mount table: No such file or directory

which is presumably an error opening /proc/mounts (bfs tries /etc/mtab first 
and falls back to /proc/mounts).

It worked fine for 1.2.3:

and I can't see any relevant changes between the two versions.
